After reviewing a range of alternative research methods candidates will undertake a research project which will provide them with an opportunity to examine, in depth, a topic or problem of particular relevance to their own interests and work. The research project has the potential of providing the candidate's organisation with the benefits of a piece of internal consultancy. The project will be of 12,000 - 15,000 words in length. Students will be expected to demonstrate:
initiative and capacity for setting up the problem in a tractable form;
an understanding of research methods;
application of relevant analytical and problem solving skills;
logical argument and clear report writing.

Note : main reasons is the Saudi culture , it is not recommended to wear uniforms /cover hauls and they consider him as foreigner (non Saudi) and that's the main reason why Saudis move to non technical jobs where they can wear the Saudi traditional clothing called thoub (white dress) .
Another reason is the shift change because Saudis have a lot of social activities, family engagement and such shifts stop them form enjoying theses social activities.
Recommendations:
· To increase the awareness of Saudi citizen to replace the non-Saudi in this field by intensive media camping using all government channels.
· To make more incentives to attract the Saudis so by increasing the basic salary, or adding the allowances in the basic salary
· To equalize the yearly increments with non-technical jobs as mean of attractions.
· To add more free/reduced rate ticketing compared to flight crew
· To ask for make continuous survey of technician satisfaction survey

6.3.1 VICE PRESIDENT TECHNICAL SERVICES (VP TSV): He is the responsible
person who reports to the Executive Vice President Operations and:
a. Is the administrative head of TSV who verifies, directs, monitors, resolves and
approves TSV policy and TSV Quality issues and programs to ensure continued
compliance with regulatory of ISO 9001:2000 requirements and the availability of

b. Represents TSV at the Corporate level.
c. Is the executive interface between TSV and the Presidency of Civil Aviation

aircraft and parts thereof through applicable processes of TSV.
6.3.2 ASSISTANT VICE PRESIDENT TECHNICAL SERVICES (AVP TSV): He is the responsible person who reports to VP TSV and:
a. Directs and monitors Aircraft Component Overhaul, Facilities & Ground Equipment Maintenance, Maintenance Planning & Control, Major Base Aircraft
Maintenance, System Maintenance and Maintenance Control Center .
b. Assures the overall performance and airworthiness of Saudi Arabian Airline's
aircraft, engines, components and parts thereof.
c. Initiates CAMP policy.
d. Coordinates with other Saudi Arabian Airline's Divisions in the procurement and
scheduling of aircraft, and the training of TSV personnel in support of same.
e. Approves technical contracts with third parties for TSV.
6.3.3 GENERAL MANAGER AIRCRAFT COMPONENT OVERHAUL (GM
ACO): He is the responsible person who reports to VP TSV and:
a. Ensures the correct maintenance, overhaul and testing of aircraft engines,
accessories, appliances and parts thereof (components) when not installed on
aircraft and the serviceability of all components repaired, overhauled or modified
by TSV shops.
b. Identifies defects in material and equipment and recommends repairs thereto.
c. Participates in the Vendor selection process iaw TP&P Chapter 2.
d. Ensures sufficient qualified and trained personnel are available to meet ACO's
tasks.

e. Ensures ACO personnel receive appropriate training in coordination with
Technical Services Training.
f. Coordinates with Facilities & Ground Equipment Maintenance to ensure
sufficient facilities, tooling and test equipment is available for ACO job functions.
g. Identifies, analyze and rectifies non-conformances to establish standards.
6.3.4 GENERAL MANAGER AIRCRAFT ENGINEERING (GM AE): He is the
responsible person who reports to VP TSV and:
a. Enhances aircraft, engine and component reliability by initiation of modifications
and timely interpretation of Airworthiness Directives.
b. Oversees the MRCP, collates performance data , monitors and controls the aircraft
Weight & Balance data.
c. Monitors & controls aircraft components software and navigation data base and
maintain this up to date.
d. Develops and controls SVA aircraft MEL/CDL maintenance procedures and
develops and improves SVA aircraft MEL and CDL to the latest MMEL
standards.
e. Develops and controls Aircraft Engineering DPM and related TP&P.
f. Provides Engineering support on 24 hours a day and 7 days a week basis to
resolve SVA aircraft, engines and components problems beyond established
normal limits and provide solution to avoid AOG situations.
g. Develops aircraft, engine, and component technical specifications.
h. Ensures the requirements of SVA's Aircraft Reliability programs (ARP) are
fulfilled.
i. Ensures the reporting functions of the Maintenance Reliability & Control Program
(MRCP) are complied with.
j. Controls the new aircraft acceptance through "Manager Aircraft Acceptance" and
his team located at aircraft production location (e.g. Seattle and Longbeach for
Boeing aircraft in USA ).

k. Ensures prompt technical coordination between Technical Services and all aircraft
engine and components vendors representatives located in Jeddah to support their
product.
l. Provides, controls, and distributes current and revisions of technical publications
(hardcopies, microfilms and CDs) to TSV. Maintains TSV's reference
Technical Library.
m. Develops PCA accepted data, and interprets PCA approved data in support of
TSV production organizations.
6.3.5 GENERAL MANAGER FACILITIES & EQUIPMENT MAINTENANCE
(GM FEM): He is the responsible person who reports to VP TSV and:
a. Directs maintenance and repair programs for SVA owned and leased facilities and
SVA owned equipment.
b. Controls engineering services related to facilities and equipment offered
throughout TSV.
c. Develops standardization program for facilities and equipment.
d. Directs the planning and scheduling of maintenance programs.
e. Maintains productivity levels and operational costs.
f. Initiates and directs improvement programs.
g. Provides support services to mainline and outstations.
h. Directs administrative programs iaw Corporate and Divisional policies and
procedures.
i. Controls the organization's annual budget.
6.3.6 GENERAL MANAGER INSPECTION (GM INSP): He is the responsible
person who reports to VP TSV and:
a. Maintains overall operation of the Inspection Department. He authorizes policy
decisions regards inspection requirements mandated by regulation (Required

Inspection Items [RII]) and as required by SVA's Inspection Philosophy (as
revised).
b. Identifies INSP standards and ensures only current versions are used by
inspection personnel.
c. Ensures the inspection program is complied with, as appropriate to the aircraft,
engine, component, and parts thereof.
d. Provides and controls Metrology, Fluid Analysis and Metallurgy laboratories and
the related processes for TSV.
e. Ensures SVA complies with PCA and FAA Certified Repair Station requirements.
1) CHIEF INSPECTOR. He is the responsible person who reports
administratively to the GM INSP and:
(a) Is the final authority in releasing to service aircraft, airframes,
engines, components, and parts thereof.
(b) Is the final authority in determining the serviceability of an
aircraft, engine, component, accessory or parts thereof, which
includes receiving, preliminary, progressive, hidden damage and
final inspections and tests.
(c) Issues inspection authorizations and inspection stamps.
(d) Ensures continuity of inspection responsibility, and completion of
Inspection tasks during shift change or change in inspection
personnel assignment.
(e) Manages and controls the accomplishment of all inspection tasks
iaw SVA's inspection standards
6.3.7 GENERAL MANAGER MAINTENANCE PLANNING & CONTROL (GM
MPC): He is the responsible person who reports to VP TSV and:
a. Develops, plans, schedules and controls the maintenance of SVA's commercial
aircraft in accordance with SVA's Continuous Analysis & Maintenance Program
(CAMP).

programs as spelled in the Maintenance Requirements System (MRS).
c. Retains and maintains aircraft maintenance records.
d. Coordinates and implements electronic data systems within TSV through
Technical Information System (TIS). TIS interfaces with other corporate systems
on as required basis.
e. Provides user support on automated system, hardware procurement, audit and
security of data, LAN administration, procedures and automation training.
f. Publishes and distributes the TP&P, FAA and PCA Repair Station Inspection
Procedures Manuals, JAA Maintenance Organization Exposition (MOE) manual,
TIS Users Procedure Manual (TISUPM), MPC Departmental Procedures Manual
(DPM) , Capability List Manual (CLM) and Stand-alone-manuals originated by
MPC.
g. Ensure the availability of serviceable engines and components at established
objective levels to avoid delays and interruptions to fleet operations.
h. Represents TSV in negotiations for the procurement of equipment, develop
technical contracts with third parties and outside vendors.
6.3.8 GENERAL MANAGER MAJOR BASE AIRCRAFT MAINTENANCE (GM
MBM): He is the responsible person who reports to VP TSV and:
a. Ensures all technical functions within MBM comply with SVA's standards and
National Airworthiness Authority (NAA) regulations.
b. Is the custodian, supervisor and moderator of TP&P processes owned by MBM.
c. Supports the MALAC program and recommends individuals for training and
assessment.
d. Establishes and reviews the organization's manpower requirements.
e. Reviews and directs expenditure procedures.
f. Establishes and reviews capital equipment requirements.

6.3.9 GENERAL MANAGER SYSTEM MAINTENANCE (GM SM): He is the
responsible person who reports to VP TSV and:
a. Ensures maintenance support to SVA operation throughout all domestic &
international network (except Jeddah).
b. Review all technical functions within SM to ensure compliance with SVA's
standards and National Airworthiness Authority (NAA) regulations.
c. Review flight schedule changes to ensure qualified personnel are available at each
station and evaluate the economic alternative for SVA between self & contract
Technical Handling.
d. Negotiation of Technical Handling Agreement with other Airlines/Agencies to
render/purchase technical handling services at any SM stations.
e. Establish and review the organization's manpower/capital equipment
requirements and direct expenditure procedures.
f. Ensure proper maintenance of SVA owned GSE at international and domestic
stations (except Jeddah).
g. Monitoring/Reporting aircraft parts storage & usage in SM stations.
h. Recommends personnel to the Chief Inspector to perform inspector functions at
designated stations.
i. Is the custodian, supervisor and moderator of TP&P processes owned by SM.
j. Supports the MALAC program and recommends individuals for training and
assessment.
6.3.10 GENERAL MANAGER TECHNICAL QUALITY ASSURANCE (GM
TQA): He is the responsible person who reports to VP TSV and:
a. Assures all technical functions within TSV comply with SVA's standards and
applicable NAA regulations.
b. Is TSV's primary interface with NAA (PCA, FAA etc.) and with other non TSV
organizations (both internal and external to SVA) for policy issues.
c. Is the custodian, supervisor and moderator of TSV policies.

d. Assures TSV and its vendors and contractors maintain an acceptable quality level
by using Quality Engineering tools (audits, spot checks,monitoring, investigations
and etc.).
e. Authorizes acceptable overhaul agencies (internal and external to TSV)
f. Endorses company approvals requiring Maintenance Authorizations, Limitations,
& Certification (MALAC) involvement.
6.3.11 GENERAL MANAGER TECHNICAL SERVICES TRAINING (GM TST):
He is the responsible person who reports to VP TSV and:
a. Develops and implements training programs in support of TSV personnel to
ensure SVA skill and qualification requirements are met.
b. Ensures sufficient staffing levels are maintained to meet the instructional needs of
TSV .
c. Recruits and develops the Kingdom of Saudi Arabia nationals to meet and
maintain the nationalization objectives.
d. Coordinates vendor and third party training for TSV.
e. Retains and maintains TSV training records.
6.3.12 SENIOR MANAGER MAINTENANCE CONTROL CENTER (MGR MCC):
He is the responsible person who reports to VP TSV and:
a. Liaisons with other Saudi Arabian Airline's Divisions in the selection of
equipment to meet the Official General Schedule (OGS), extra sections and ad hoc
flights.
b. Provides technical support to all line maintenance stations and the line
operation of MBM.
c. Tracks restrictions imposed on aircraft (OOS, MEL, CDL) and on stations due to
lack of GSE.
d. Plans In-Service-Checks (ISC) at all stations for wide bodied aircraft.

e. Coordinates communications and special movements of personnel and equipment
for unscheduled operations such as Additional Crew Member (ACM), Accidents
& Incidents and etc.
6.3.13 SENIOR MANAGER TECHNICAL ASSESSMENT & DEVELOPMENT
(SENIOR MGR TAD): He is the responsible person who reports to VP TSV and:
a. Ensures implementation of the policies mandated by the Technical Assessment Board (TAB).
b. Assesses new hire candidates in coordination with Human Resources-Administration
c. Develops, improves, maintains and secures all facets of the Technical Assessment & Development program.
d. Processes PCA Mechanic and Repairman applications.
e. Processes the issuing and revisions of MALAC Cards.
f. Retains and maintains the qualification records for all technical Services personnel.
6.3.14 MANAGER PRODUCTION ANALYSIS (MGR PA): He is the responsible
person who reports to VP TSV and:
a. Handles maintenance forecasting and production analysis. Develops, implements and follow-up on method improvement, budget planning and performance reports for review by TSV management. Performs strategic studies and long range resource planning.
b. Performs analysis of maintenance requirements as result of changes in the OGS maintenance program and Saudi Arabian Airlines projected operating plan. Provides report reflecting the system wide requirement for both manpower (by aircraft type / specialty / area) and facilities (hangar / line / shops).
c. Develops and maintains production analysis scheme which reflect the performance of production area. Generates report of deviations between standard task completion time vs actual and man- hours vs available man-hours (manpower utilization). Provides report recommending corrective action if necessary.

d. Performs the evaluation of existing production areas in terms of layout / workflow and recommends improvement. Participates in the design of new facilities in terms of layout to maximize efficiency.
e. Attends meetings with external agencies (e.g. IATA / AACO) providing direct labor maintenance cost (man-hours) program and compare these figures with
those of other airlines.
f. Participates in the implementation of all improvement programs and directs
comparative analysis on a before and after analysis basis.
7.0 PROCESS:
7.1 TSV Management are appointed iaw Management Policies & Procedures (MP&P) and the Promotions Review Board.
7.2 Management perform and delegate their duties and authorities operational needs and the MP&P.
7.3 TSV major organization shall incorporate their Organization's Head duties and responsibilities in their respective Department Procedures Manual (DPM).
